The Scope of Appointment (SOA)
Medicare rules require a signed Scope of Appointment before a licensed agent can discuss Medicare Advantage or prescription drug plans with you. It records which product types you agreed to talk about. It takes about a minute and does not obligate you to anything.
Ways to sign
- Online, as part of booking a consultation through the find-an-agent tool.
- From a secure signing link your agent sends you by email or text. The link is single-use and expires after 7 days.
- In person, by scanning a QR code at a participating retail location.
- By phone, where your agent reads a required disclosure and records your verbal agreement as the electronic record.
What the form asks
- Check the product types you agree to discuss: Medicare Advantage (Part C), prescription drug plans (Part D), Medicare Supplement (Medigap), dental/vision/hearing, or hospital indemnity.
- Review the required disclosure text.
- Type your full name as your signature and confirm your agreement.
What signing means
- The agent may discuss only the product types you checked.
- Nothing is scheduled or enrolled by signing. It is not an application and it does not change your coverage.
- If you later want to discuss other product types, you simply sign a new Scope of Appointment.
Signed forms are retained as required by CMS regulations.
